Fernando Betancourt

Insurance Agent, Torres Insurance

Fernando Betancourt Fernando Betancourt is an insurance agent at Torres Insurance. He was previously the Executive Director for the State of Connecticut Latino and Puerto Rican Affairs Commission where he developed and recommended public policy for the Latino and Puerto Rican communities throughout Connecticut to the Executive and Legislative branches of State government.

From 1987 to 1990 he was the Executive Director of LULAC National Educational Service Center in New Haven. Mr. Betancourt was appointed Deputy Human Resources Administrator for the City of New Haven in 1991, a policy level position in which he served as a member of the Mayor's Cabinet. From 1994 to 1995 he was the Project Director for the City of New Haven Health Department — Ryan White Title Initiative that served people affected by HIV and living with AIDS in the New Haven and Fairfield Counties in Connecticut. Mr. Betancourt is a board member of several organizations.
