Fran Rabinowitz Executive Director, Connecticut Association of Public School Superintendents

Fran Rabinowitz is Executive Director at the Connecticut Association of Public School Superintendents (CAPSS). She is an accomplished educational leader with a wealth of experience in education. She joined the CHDI Board of Directors in December 2023.


Fran's journey in education has been marked by dedication and commitment. She spent an impressive 29 years in Bridgeport, Connecticut, contributing to the educational growth and development of the Bridgeport Public Schools. While in Bridgeport, she wore multiple hats, serving as a dedicated teacher, Director of Evaluation and Research, and Executive Director of Teaching & Learning. Her tireless efforts and passion for education earned her the respect and admiration of colleagues and stakeholders.

In March 2014, Fran returned to Bridgeport, taking on the role of Interim Superintendent, a position she held through the end of 2016. Her leadership during this period was instrumental in shaping the future of the Bridgeport Public Schools. Before her return to Bridgeport, she served as the Superintendent of the Hamden Public Schools for seven years. Her visionary leadership and commitment to educational excellence made a lasting impact on the Hamden educational community.

Fran's contributions extend beyond the local level, as she also served as the Associate Commissioner of Teaching and Learning at the Connecticut State Department of Education from 2002 to 2007. In this statewide role, she was pivotal in shaping educational policies and strategies that benefited students across Connecticut.

Fran Rabinowitz's educational journey is characterized by a steadfast dedication to fostering excellence in education and a deep commitment to the communities she has served. Her extensive experience and unwavering passion continue to inspire and guide educational leaders across the state.
