Enhancing Care for Youth and Families Involved in Child Welfare

Functional Family Therapy-Foster Care (FFT-FC) Performance Improvement Center

CHDI serves as the Performance Improvement Center for the State of Connecticut's Functional Family Therapy - Foster Care (FFT-FC) program through a contract with the Connecticut Department of Children and Families (DCF). 

What is FFT-FC?

FFT-FC is an evidence-based, clinical intervention model for DCF-involved children (ages 6-17) and their families. Using a relational lens and a strong focus on the family unit, FFT-FC aims to strengthen family relationships, address behavioral challenges, and support long-term stability for youth in care.

There are currently nine FFT-FC providers responsible for recruiting, licensing, and supporting nearly 600 FFT-FC-level foster homes across Connecticut. This network is essential to ensuring young people have safe, well-prepared, and stable placements.

What does the Performance Improvement Center do?

As the Performance Improvement Center (PIC), CHDI supports the implementation and delivery of the FFT-FC model by providing continuous quality improvement support to foster care agencies offering FFT-FC across Connecticut. This work includes:

  • Developing and coordinating a comprehensive statewide strategy for recruitment and retention of foster families
  • Improving the process of managing placement disruptions to support stability for youth
  • Administering WRAP payments to help foster families cover additional enrichment activities and supportive services for children and youth in their care
